Apologies for this being a bit mixed up - it's after midnight here. Start with the illustration:
Originally there was no Layers HUD showing, because there was only the Default layer in Abernathy Farms.
I created a layer (L0) to do some work in, and the 0-7 layers showed up.
There *are* 0-7 layers in Sanctuary. (Until this point that was the only settlement that I had used layers in.)
