Lack of beds and unassigend settlers

Hey there,
i engage some strange settlement management behavior lately regarding SS2 City Plans. A lot of my settlements are lacking beds, settlers keep unassigned despite free jobs. I can't figure out what's causing this. I tried every available tool in City Management and Workshop. Reran the city plans multiple times. Nothing helped. Any ideas?

And when I'm already talking about city plans: are there any SS2 city plans for settlement locations, that are added by other mods to the game (like all Red Rocket stations, et cetera)? Would this be even possible?

I notice it says your Build Limit is 100% full there (the gauge on the far top right corner on the base game HUD that's labeled "GRÖßE" for you there). You might want to try bumping that up - go over to the Workbench, the big red thing, and there should be an alternate activation menu that includes increasing that. That might be at the core of some of your problems I've noticed in your posts.
Are you running any other mods that touch that, by any chance?

It's definitely possible - it just requires someone to actually make and release them, as City Plans are basically "copy pasting" how someone else built that location into your game. The last couple of "City Plan Contests" were for mod-added locations and everything.

I have a ton of mods running, so that is possible. But i also activated "ignore build limit", i thought that might help. I'll have a look at the workbench though.
What puzzles me is that the settlement is already Level 3 so there should be more than three beds at all.

Edit: I tried the tools from the workbench. reset settlement, recalculate settlement, force assignment to beds and work, built limit +200%, etc. I'll report if anything worked.

Edit: Nothing helped. Instead of three beds in Starlight there are now zero. And i can't replace the city plan. I can choose a new one but that's it. No scrapping, no cinematic scene.
