Recently started using your pack, have quite enjoyed this.

1st time using your pack, I was playing as a rust devil and loved the idea of having the junkbot workbench without having to go track down ada and starting her questline.

Next playthrough I kept your pack in for some of the industrial stuff, and cause I love robots. Noticed on Minuteman raid board that I had a mission to get junkbot workbench. Wasn't sure if this was intended or maybe bled over since I didn't completely clear mod list before starting.

3rd playthrough. Completely clean slate. Still using industrial city for certain plans. Going through raider questline. Lo and behold, 1st board mission is to get the junkbot workbench.

So the question, is this intentional?

NOTE: was not able to find out on second playthrough if the rest of your board missions also popped up, apparently had an issue with my saves that I couldn't pin down. If I see the other missions pop up on raider playthrough, I will let you know. And this is on Xbox by the way.
 
Faction Packs can add bounties that are Faction-specific or General. Looks like the junkbot workbench quest is tagged as General.

Smart-assedness aside, it sounds like it's working correctly. The quest is flagged as General, so is available no matter what faction you are playing.
 
Ok, just verifying.

So basically, as long as I have industrial city installed, I don't ever need to do the mechanists lair at all to create robots. I don't even need to meet ada.

Kinda cheaty, but it'll work, lol

I try to get mods where I have to work for something. I try to avoid mods that just hand things to you. So the junkbot workbench is more of an "alternate" way. It hasn't been much easier, I was just surprised that it wasn't faction specific.

That being said, I do always have the cheat terminal in my mod list for those times when I just can't be bothered to go all the way to nuka world to refill my ammo, lol.

And yes, if you use cheats before fully enjoying the game the first time around is for me a no-no, lol.
