I have done hours of research trying to fix this bug myself, so please know that this is my last resort. I have tried starting up several playthroughs, setting up a radio beacon, and waiting for Jake to spawn in. In three playthroughs I tried, I could never find him. I have the correct load order, no extra mods, and all three chapters downloaded. Everything else from SS2 has spawned in- Jakes shop, and night ingagles- but not the stranger. I tried using the manager holotape in jakes shop, but it will not get passed the opening screen where you press ok. Does anyone know how to fix it?

Jake not spawning
