I am currently in a play through using SS 3in1, and Conqueror. I've had a few occasions to use the town meeting gavel to gather everyone around and I have noticed that the NPCs don't seem to be spawning near me. Rather they seem to cluster in a seemingly random location within the settlement forcing me to search around for them. Certainly not game breaking, but I thought I would toss it out there and see if anyone else has seen this behavior.

Well depending on the settlement and its setup like sanc or any other that has surfaces besides the dirt ground you might have a scrap mod breaking the pre-combines and breaking their pathing. So the game just sends them to one spot on the settlement as a last resort.
