Is there enough room for everything in HQ?

This is my first playthrough of HQ and I've come up on a conundrum of sorts.

I spent a good deal of time making sure everyone gets their offices and private rooms as head of department, but is there actually enough space in HQ to have more bedrooms or barracks after that? I've cleaned everything in the main HQ and about 3/4 of basement and I seem to have hit a cap of 14 people.

I did some looking but there doesn't seem to be any resources on the wiki or here about the layout of HQ and which rooms can go where.

I guess the thing that is tripping me up the most is there is no way to tell if I'm looking at a room and it says it can be the security office, if there is anywhere else that can be because it seems very confusing without any signals about what goes where. Oh and why are two huge rooms only able to be made into cafeterias. Afaik they don't need two.... One of those would have made a great big barracks.

Don't worry about it too much - you can always change rooms once they are built, so if you get to a point where you need more beds and all rooms are full you can just change one of the private quarters into a barracks. Also at a certain point in the story of chapter 2 you unlock yet another floor of the HQ which gives you quite a bit of extra building space.
