Question Is it possible to start the game with all settlements enemy controlled?

I would like to emerge from the fault with all settlements enemy controlled e.g. raiders, maybe some super-m's.
In the playthru I am using at the moment settlements are in vanilla state i.e. neutral. So if I pursue the MM quest line I end up controlling the lot and ther eisn't any reason to assault anything..

Yes, it is something that is being brought over from ss1 conquerer into chapter 3.
