Question I'm having trouble recruiting any raiders

Hi guys,

I've completed Jammer's missions up to the first raid to establish the first outpost. I then built the desk and Jammer made himself the commander. It is my understanding that making a vassal is the next step but I have only 2-3 raiders left from the first assault so I would need to recruit more first. But they aren't coming.
  • I've donated 2000 caps and it says it can recruit up to 5 tomorrow.
  • There are already >5 unoccupied residential plots. I put down >5 sleeping bags in addition to the existing residential plots.
  • I've run the tools to refresh all the plots and the non-plot settlement objects.
  • The charisma cap is disabled but even if that were involved, the population is only 3 at the moment.
  • I've tried turning off raider needs to no avail. The bars on the gui seemed full any way.
  • I've slept for 24 hours in the settlement each time I try something.
  • I've updated to SS & CQ v4.2.3 (from 4.2.2 a couple of days ago) and the issue has persisted.
Am I missing a crucial step?

I also have a problem with moving settlers. I feel like this is related but I'm not sure:
  • Once I have an outpost, I can't add or move any settlers to non-outpost settlements (eg. I can't send Sheffield to Red Rocket from Diamond City as per vanilla game behaviour or move a settler between settlements). I can send those settlers right up until making an outpost (either through Jammer's quest or building a desk earlier).
  • Similarly, once I have an outpost, I can no longer dismiss followers to settlements. The list of settlements shows correctly (i.e. the outpost settlement is omitted) and no options are disabled, but upon selecting one, the follower instead goes back to their default place.
  • I tried moving settlers to Oberland (the outpost) using spawn/moveto and workshop R (to get around the outpost not being on the list). The outpost appeared on the list and was not disabled but upon selecting it, the settler did not move to the settlement.

Nothing you described makes me think you have a bug.

I have been watching all of the new videos. Ha, some more than once and have been slapping myself pretty hard at my own buffoonery. The videos have been a huge help.

I could write an essay answering your questions but I am at work. I suggest watching the videos.

I know at least for me they really help.
I slapped myself a lot once I understood a few thing that I thought I had figured out. Now it is much easier.

so far there is like 6 or 7 in the series, he said there will be more.

BTY, you can’t move settlers between locations like you asked. There are two separate mechanics at play here “watch the videos” you’ll be really happy you did.
 
For other people experiencing this problem: updating to v4.2.3 solved the problem for me after all, I just needed to load a save before turning in the Tower Tom assassination quest instead of prior to taking the first outpost. I still have the other problem so they likely weren't related.

I just watched the one you linked and the subsequent advanced raids one. Neither explained why I can't move settlers between non-outpost settlements or why I can't recruit eg. Sheffield to a non-outpost settlement.
