HQ Staffing - Slightly Confused

After spending some time in the Commonwealth, came back to HQ to "work on" the quest Commonwealth Rising - recruiting and staffing engineering. Some confusion regarding what is going-on:
  1. Currently, I am 790/1000
  2. Recognizing there may be heavy "script lag," waited in the security entrance for ~5 minutes real time.
  3. Walked to Jakes Engineering Department Desk and clicked on Assign Employees
  4. Waited ~5 minutes real time for the list to be generated and moved three settlers from Facilities to Engineering
  5. Thinking I was good to go, I left to inspect the HQ and then shortly thereafter received an image of significantly reduced Engineering staff, see image 120
  6. Next another image came up listing rooms, tried several options, but it kept re-appearing, see image 121
  7. Next, the header showing who was assigned where, started cycling through different conditions/colors, see images 122 and 123.
Any advice/suggestions are appreciated.

That "Department Staff" interface is kind of ass. It is being reworked "behind the scenes" for "HQ 2.0" though so it should be a bit more reliable then.
 
It seems as if the settlement hud is also subject to erroneous information. I had Starlights dropping in happiness dramatically, but there was no obvious reason for that. Soon as I visited, it started to climb again, without me doing anything.

To my knowledge, it’s a base game issue where calculations are wrong when you’re out for a while. The only way to fix it is to get there, which seems to refresh those calculations. I have a few settlements that displayed this behavior this playthrough
