HQ 2.0: How To HQ - Can't start first cleaning projects

I've started How To H.Q using the newest versions of SS2, as I was waiting for those to come out before I ran the HQ. However after going through the first dialogues and told to start the cleaning projects. I have only two options on the menu and nothing else like before in older versions of SS2. I tried running the HQ fixes and loaded back from older saves nothing I have done so far seems to work for me.

Hmm....Looks like you've activated the HQ Menu Option in Command Mode to me.
Command Mode has remembered where you were and reopened there.
Not in game right now, however, I think you can use the up arrow when the map icon is selected to return to a previous menu. You should return to a point where you have the HQ Icon, and the Department icons showing in the Command Mode Menu.

Okay, I'll take a look once I'm in game later on. I could swear cleaning tasks are to the right of the HQ icon? I didn't have any other icon but, the two in my screen shot. Even after going though the options. And no quest marks like before to cleaning the right rooms first.

There are images there to show what should come up for you as examples.

From what I can workout from the guide without being in game. Is that it's population for me? I have the 10 Concord volunteers and ran the fix in the holotape, I also loaded up older saves.

I just got back home to load into the game, I still only have the two options. No facilities icon at all as you would get going forward with the tutorial after the Mansfield dialog.

Ugh, sorry I don't know what could be causing that for you.
Can you provide your Load Order (plugins.txt) ? Use the spoiler tag if you are going to list them in a post. Maybe someone will be able to spot something there.

I'm not too sure how to do that, I have noticed from what I did find here on the forums. Is that it's not any one mod but, perhaps Sim Settlement 2 it's self cos some people have just Sim Settlement 2 and Sim Settlement 2 chapter and Workshop framework in there load order. And are having the same problem or similar.
