(We'll use the questions here to try and flesh out the wiki as much as possible to help clarify the many elements of HQ!)
 
Alright, here we go. I discovered this in the Logistics Department's menu.
Just to clarify what it's saying: does it mean that if one specific plot design - let's say "2x2 Advanced Agricultural - Gourd Plantation" - had gotten to level 3, any other instances of that same design can instantly go up to level 3 as well?

Also, can't figure out where "Weapon Parts" come from yet, but I haven't built 100% of the place yet either.
EDIT: Yeah, even after 100% building everything (went into tgm just for the sake of having everything built) I can't figure out where "Weapon Parts" come from. A bit of Googling says that's something from the "Horizon" mod??

Note also the "bars" HUD on the bottom-left is glitching out - it does that for me about 50% of the time when I leave HQ then come back in the same play session.

(Ignore the numbers being a bit hecked up - I'm getting exponentially more 'script lag' in HQ these days, sometimes the values don't update correctly when I go into Build Mode)

Alright, I did some testing of it (by using tgm to bypass that "Weapon Parts" requirement, since kg mentioned that was a mistake). It appears that is how it works. It doesn't necessarily happen instantly - obviously the "can this plot upgrade" check doesn't happen every single frame - but it definitely lets 'duplicate' plots upgrade far quicker. This would mean it's less effective the more Addon Packs, and thus the more plot design variety you have... that's cool though, setting up new settlements at this point in a game to actually be productive would be a LOT quicker.

Another question, though: how is the "cross-training" bonus from Admin Events actually applied? By which I mean, let's say I'd run "Hand-to-Hand Training Course" twice, giving the people in the Security department up to +2 Energy from their Strength stat. What happens if I then add a new person to the Security department - do they automatically get that +2 as well, or would I need to run it again?

I’m going to try the new public beta for HQ 2.0 and hopefully it was a one-off glitch, but for the radio sequence of “Where There’s Smoke” the dialogue seems to have broken and all it says is “dialogueentry”. (not so much a ‘game play’ question, sorry if mis-posted) sorry, just finding out this is an XDI issue and not ss2 apparently.

(since I'm assuming everyone will be doing that a lot) Is it a permanent increase in stats, like a rec plot, or something else (aka it reverts when reassigned)? (my experience kinda tells me it's permanent but idk)

There is no increase of settler stats with the cross training.
The cross training allows the settler to use 1 point of their secondary stat to increase the energy for their department. So if they are sent to training, they can use 1 point of the secondary stat. If they are sent a second time, they can use another -- provided they have 2 in that secondary stat. If they only have a 2, they will not be able to benefit from attending a 3rd time, but a settler with a secondary stat of 3 will.
This is documented under Administration Department, Events

The question is more like this:
  • Have a settler with 10 Perception who is working in Facilities Department
  • Do "Biohazard Cleanup Training Course" 10 times so they are giving the 10 more Energy from that
  • Move them to Science Department
  • Does the +10 Energy now apply to the Science Department?
 
I expect this:
The Science Department's secondary stat is Endurance, so their training to use Perception for bonus energy wouldn't apply.
But, I could be wrong. I'll ask, if the boss doesn't reply.
 
Would it apply again if someone was moved back to where they were when they received training? I guess it's faster to test this myself but still.
