How to HQ- Unable to enter dialogue to establish trade lines

Currently Hubert and Theresa are both present at the same settlement- both respond with their "Hey there" variant and then provide no further dialogue. Attempts to use ResetAi and/or Disable/Enable haven't had any effect.

Most interestingly, Theresa seems quite determined to work on some unfinished plots active in the settlement, and is showing as a member of the settlement with an assigned job to boot. Any thoughts?

Attempted again from a save from before doing the HQ cleanup and such forth- no dice.
Nuked the city plan and attempted again- got a message when I arrived at the settlement that Theresa needed a City Planner's Desk to resume being the leader of the settlement- she was previously the leader of the settlement. Still no dice.

Reloading back and removing her as the leader of the settlement had no effect. Without any plots around she just starts walking off. No dialogue past the greeting from either her or Hubert.

I always used Stog (sp?) as leader. I haven't had any problems with that part, anyway.
Theresa is needed at HQ. That might be the conflict.
Edit: did you go all the way back to where you met them with Paul? Starting over from there? Then pick someone else as leader, I'd even pick a different settlement. When I was setting up that supply line Theresa was at HQ, we then met at the settlement to see Stog (sp?).
