I don't get what I'm doing wrong. I've cleaned the entire GNN but I don't even get the option to build living quarters. Its not that I don't have enough supplies, power, or settlers. The tab to build just isn't there. Not in facilities or any of the other places. Anyone know why this is happening? Am I missing a step? I've watched playthroughs and have done everything but the build tab still isn't there.

First, How to HQ is a tutorial quest, so the quest objectives should be completed as they come up.
By jumping ahead, and cleaning the entire GNN, you've probably broken the quest, since the next objectives are to clean rooms for Security and Engineering.
Menu options appear in the tutorial as they are needed.
For How to HQ, you should have 10 Settlers at HQ. There should be enough building materials and facilities staff to build the Living Quarters for that quest objective.
How to resolve: Roll back to a save before starting How to HQ
Unfortunately, using Quest Skipping will not resolve.
If you have less than 10 staff at HQ, there is a fix for that: Tools > Advanced Tools > Quest Fixes: select "How to HQ population fix"
