HOW TO GET SUPPLIES FOR ASSAULT FOR EMPIRE/OUTPOST

I'm trying to attack the Mass Pike interchange, I fire the flare but apparently the fucking empire doesnt have enough supplies for an assault (ALL YOU SHOULD NEED IS FUCKING GUNS AND AMMO), salvador says to meet up with the soldiers but no one is there, so how the fuck do I get supplies for my "empire". I'm trying to force complete quest but it doesnt work, nothing happens.



I sincerely hope the mod devs never make quests again, since chapter 1 Sims Settlements quest line has been nothing but a disaster, such a fucking let down
