A bit of lazy searching didn't do the trick so here I am. I've started using levelled city plans recently, and not entirely sure how this works. I did make some observations:
1. The bar above the meters indicating progress towards level up fills over time, regardless of what's built, who's assigned to what etc.When it hits 100%, the plan is supposedly ready to level up.
1b (I forgot). Mayors with the "experienced mayor" trait (Stodge, MacCready, Hancock) speed this process up.
2. Upgrades to level 2 and 3 are dependant on happiness. You might get an icon with a sad smiley or something where the progress number was if happiness is low for some reason.
3. Obviously you need levelled plans enabled in the holotape in the first place to be able to use them. This is on by default, unless xbox.
4. Most if not all of the plans start at level 0, the state of the settlement wildly differs from "barely anything" to "mostly finished layout with not a lot of plots". Not having many (or any) residentials seems to be a thing.
5. On "city simulator" difficulty plans upgrade by themselves and costs are paid by default, even though you can change that.
6. You most likely need to raise build limit in the workshop in advance, by a lot.
7. There is a red icon if you are eligible but don't have the build limit. "Ignoring build limit" option doesn't 100% work.
8 (and this is where I'm very confused) - Some plans upgrade with no issues while others sit there with a green arrow pointing up icon for days and weeks with no changes. What does that mean anyway? Most of my settlements are currently stuck with that at level 0, 1 or rarely 2.
9. Those that upgraded, did so before I built a ton of new city plans. I'm fairly sure script lag is out of the question as everything is really fast, apart from entering workshop and picking leaders (I have 3 packs I think..?)
