How can I quest skip The Battle of Quincy ?

So I want to skip the battle of Quincy quest as it's broken for me as Salvador won't speak to me. I tried using the holotape to skip the main quest but after waiting a very long time it simply won't skip it, are there any other things I can do?

I can’t get it to skip or the reactor to cool. I can’t find the quest ID to try to by-pass. I am stuck.
