Question Help with city planners desk

So I am having a bit of a problem. I have the resources to create a city planners desk and the build menu shows that I am able to create one but it will not create it or allow me to place it. I was trying to set one up at Greentop Nursery, but it won’t let me. Furthermore, I hopped over to Abernathy farm and got the same thing. I have tried resetting the plot and am not sure what it is that I am missing any guidance or link would be greatly appreciated. Btw, I was able to set one up at Sanctuary and it has been working fine.

Ok, lets get the stupid questions out of the way. (coz I can only help with the easier stuff)

Are you doing a conqueror play through or not relevant?

Can you build anything in the settlements you mention.

Do you own the settlements in question?

Can you still place a desk in Sanctuary. (Just wondering if a game update is causing an issue with mods out of date) (Like place anywhere for example.)

What about Red Rocket near sanctuary? (Just for a test?)

I figured it out. Here’s what I get for just doing things without paying attention. It would seem I need to fix the things that are in the red first and then I can do it. I am off to hide from my own silliness.

I get this every now and again and it's not just the desk, it's any workshop item.
Disable surface snap and enable workshop grip snap in Place Everywhere fixes it.
