Going by the HOLO Icons over your plots, I can see a Residential and an Agricultural that aren't at full capacity, and you have significantly more Beds than the Population count, so there's no reason to worry about those meters anyway.
The other meter there that's blank - "Hobbies" - would only tell you what percentage of the settlers there have Recreational Plot assignments, that doesn't affect anything else.
Those three meters have always been flaky for me. I pretty much just ignore them at this point.
You can try using the City Manager Holotape to reset the HUD Display -- might reset them.
Options>Gameplay>Hud>Display ON/OFF
There should be an option in Workshop Frameword to do the same.
But ya, as @yaugie says - the Status Meters don't impact you. You know what residential, job and recreation plots you have in the settlement.
