Question Guard Creator & factions - Railroad Agents hostile

I'm using Yagisan's Taffington city plan which has Guard Creators scattered around. When I make Deacon the leader, Railroad Agents spawn and immediately start shooting. If I'm not mistaken, they're even attacking each other. Looking in Better Console shows that the agents spawned via Guard Creators only have 2 factions set.

If I first swap the city plan to the default before making Deacon leader, the Railroad Agents spawn slightly outside the settlement bounds and walk in peacefully. They have many factions set, including the Player Faction.

Should Guard Creators be setting the same factions as guards spawned via other mechanisms? Or is something else going awry?

I already wrote an FO4Edit script to remove the Civilian Creators from city plans because of the problems those were creating for me that I posted on another thread. I suspect that I can do the same for the Guard Creator to get around this issue as well, though I haven't yet tested it to be sure.
