Not a bug Graygarden built for settlers, but no settlers

I'm playing with randomised pre-built cities, and the default city plan list. Also the City Plan Contest pack. Started the game in v4.0.1.

I discovered Graygarden, and it rolled a city plan. Only problem: the plan assumes human settlers, but it's actually robot-only. Beds, bars, benches left deserted. Also, the robots are "farming" empty land - no mutfruit :(

I think this should be fixed by removing Graygarden from the default pool.

For my current playthrough, is there a way to wipe the city plan and restore the robotic garden?

But that isn't a robot only settlement. None of them are. It should be recruiting settlers up to the plan maximum. I'm reasonably sure that on default settings each settlement has the vanilla daily chance of recruiting. It make take quite some time to actually fill up.

Well, it depends what you expect. If you want settlements populated by Conqueror, then it works. Kinda. You might still get the robots farming empty air!

Buuuuuut if you want immersive fortified cities, and turn off pop growth and development, and start at level 1, you might assume (wrongly, as I did) that Graygarden might be built "around" the robot garden. Or perhaps switch out crops for SS farms.

What you actually get is a (chance of a) plan that removes the robot farm, builds a human settlement, but of course doesn't have humans to populate it.

So yeah, a bug. Rectified by taking Graygarden, demolishing the plan, and replanting the crops. Better if Graygarden were opt-in by default, not opt-out.

As one of the Greygarden Contest plan authors, I can state that I expected pop growth and development to be on when using the plan. As robots have a limited range of plots they can use, an all robot settlement would not be possible under the contest rules for that settlement.

I disagree that it is a bug, but more a case of different expectations. Of course, you can always remove either the settlement plans you don't like, or even the settlement itself, when you start a new game. That will leave it in it's vanilla state.
