Maybe it's just chance, but I've encountered two different settlements with civilian male ghouls in tuxedos and hats. Full on clean versions of both. Farming both times. Maybe remove the tuxedo as an outfit that spawns? Not a huge deal. Once they're vassals/slaves/raiders we can dress them accordingly, but it does seem hilariously inappropriate to the theme of things and to the work they tend to engage in.
