Getting to vanilla dialog in assigned settlers

I'm having a problem with getting to vanilla dialog for named NPCs that are also settlers that are already assigned to something. I just get the "I just want to trade with you" dialog. I cannot figure out how to get to their vanilla dialog like with Connie Abernathy. I'm sure this is me just not knowing how to get to that as no one else seems to have this problem?

In particular, I'm doing the Vault 88 quests and can't get Clem to get on the powercycle. This is just one example where it actually is a real problem.
EDIT: I left Vault 88 and came back after doing something else and the quest updated so I may have been experiencing script lag here.

Any help would be appreciated.

I’m having the same issue with all of the SS2 named NPCs. I’ve found that if they are assigned to a caravan or *commercial plot it will bring up the option to trade with the rest of their dialogue. Otherwise I just get their canned responses.


*Although half the time when Carne Asada is at his clinic he skips the full doctor dialogue and cuts straight to the trade window
