Food and water

I have 2 settlements not using RotC, just basic SS. I have 4 food plots on each, each plot providing 12 food. I have 20 settlers at each. I also have put out over 100 water with pumps. Yet, both the workshop top line and the SS HUD show there are only 13 food. I can understand the water being low, since the food plots would use water. Why is the food that low? Is this normal?

I am using XBOX, with both SS and RotC at the current update.

Do you have upgraded housing plots? They consume more food the same way Farms consume water. At level 3, a housing plot will reduce food by 2, in addition to the one base food that the settler needs. So a settler living in a level 3 housing plot costs three food, not one.
 
Yes, most if not all of the homes are at level 3. These settlements have been there a while and their happiness is over 90.

Ok, that must be it. Didn't realize the upgraded homes consume more food. I'll give them another farm plot.

Yeah, anytime stuff upgrades it's good to check on the dynamic needs. And of course high level farms to solve the food suck up your water, but if you've got 100 pumps out it sounds like you're covered :D
