I am hoping that you have read and followed the instructions here, and in the rest of the Getting Started section there on the wiki. Assuming you have, the next step is to ask for your loadorder.txt and plugins.txt (please post them under the spoiler tag or as attachments; if you aren't familiar with them, they can typically be found at something like C:\Users\"your name"\AppData\Local\Fallout4).
Also, just to confirm, have you updated to the most recent FO4 update? I have confirmed that the Stranger appears with the new update, but it is helpful to know how your game is set up.
