First city plan - noob questions + Power

Built my first city plan - Starlight Dome. It ended up building, all looks great-- but it says the power is 106 and yet I see no cables connected. How does this work?
Does that mean it generated 106 power and it's still deficient since it is red? I see zero generators.

I guess I don't understand the point of city plans. This automatically builds and levels my cities up for me with no real adjustment-- I just play overlord? They also generate all at level 1, so I control the flow of resources to help them level, is that right?

It also looks like it built plots I don't have unlocked yet. I'm sure that's part of this. Do plots generate power that I may not be aware of yet?
 
Yes, the whole idea of a city plan is that you can have a settlement grow over time without having to micromanage it.

Power in city plans can be odd. A number of city plans are powered by non-standard power sources. If you look around you may see what look like regular vanilla power connectors, but if you hover over them in workshop mode, you'll see that they are actually providing power themselves. Since they're a power connector, and plots use radiant power, some city plan creators don't run wires to all of them since they're, in theory, radiating the power to the plots around them. Sometimes, though, you may need to pick up the plot and then cancel the pickup for them to recognize the power is available. Or you could try running wires between all the connectors, since that also ends up triggering a grid update and the plot recognizes the power.

If the vanilla hud power indicator is red it means that not everything is powered - but it doesn't mean not enough power exists. If anything just isn't receiving the available power then the hud will still show it in red. Once everything that needs power is receiving it, the thing will turn green again. If you really want to know if you have enough power, check out the Needs report in on the terminal at the City Planner's desk. that will show the amount of power available in the settlement and the amount needed, so you'll immediately see if there's a shortfall. Personally, those little power producing connectors often annoy me since they're finicky when providing power and sometimes hard to find in the settlement to try and troubleshoot and connect to the grid.

And, yes, city plans can use all of the plot types even if you haven't unlocked them to build yourself.
 
It says it needs 1 power and yet is red at 122.

I have a gen producing 5 and I connected it to a grid I strung at all the streetlamps. Two settlers.

Is there any way to see what is making the power from the city plan? I've flown all over and can't find the 100 extra power this thing is making.

Man, I can't for the life of me find the 100 power node at this city plan at red rocket that I used called the circle. I noticed some options in the wiki to rebuild power lines, etc, at the workshop manage station. I don't see those options there. Any ideas?

The original plots are all powered despite no wiring across the whole site and no cables. The new are unpowered.
 
I would honestly recommend swapping the settlement to faux power. Its in the same place as rebuild lines but rebuild lines can make spaghetti wires sometimes so I prefer the faux.
Go to workbench, press space, select "power tools", and all your options should be there
