Hi guys first of all i wish you a happy new year and the best for the coming year.

I'm having a problem with Finch Farm the bridge was deleted so the are building houses and all on nothing.

I have build concrete floor as a temporary solution but it is no optimal and it might interfere with the city design.

A quick search of the forum will show this problem again and again and again. The issue is so far always having or having had a mod which disables precombines, such as a scrapping mod. You'll need to remove any such mod and make sure your ini file has precombine use enabled again in order to be able to use city plans properly.

This 100%. Unless you have monster PC, disabled precombines will cause major performance loss. If still wishing to use scrap mods then best route is probably to create a contest profile containing only needed mods, so that it can be easily excluded while doing city plan contest.

I use Vortex from Nexus to manage my mods. You can make a Profile that has different mods active than your main play character.
Vortex creates new folders for the profile mods and save games so you'll have to hunt down your profile save games.
