How many settlers are there?
I designed this city to not really get going until L1 with L0 really only having the bare essentials. 3 sleeping bags, 1 water pump and 1 turret.
You will have to establish a supply line to feed them and then if you put nuka cola and chems in the supply safe that will make them happy and the settlement will upgrade.
All plots will not be present until L3.
Well, maybe it’s just me. Everything is full. Dumped a ton of chems and happiness is very high. Perecent complete never moved off zero. I started another city plan at the same time and it is 70% to level 2 now, but this hasn’t budged.
Oh, so we have to have plots at all levels?
Entirely my mistake so, I can edit the plan no problem.
Would be easier than reworking the whole mod.
But, I have installed the "master" .esp that I have and it's not showing in the list. I have messed up something.
Will investigate further.
I don't know - I've never tested without plots before. It's likely that the code is doing something based on the total plot count to determine a percentage, so dividing by 0 plots will always result in 0% complete.
I've edited the L0, I added 2 residential - int plots to the exact position they are throughout the plan.
Is this ok? Will placing those plots mess things up?
Or do I need to go to L1 and reduce that down to L0.
