My latest Starlight build part 1 of 2. Current capacity is about 32-33 settlers (charisma capped) .
This is also the story line settlement and I use Faux powered to avoid any power grid issues.

From top to bottom:

1. Scrap yards.
2. Residential area 1 (stand-alone houses)
3. CPD police station + armoury in the central part of town.
4. Relaxation/Hobby area
5. Small shopping district with the residential area in the background
6-8. Residential area.

Starlight part 2 of 2.

1-4 Two levels of row houses / terraced houses. Bottom row is all Favela random metal shack. Top row is a mix of Favela, Tiny house by Fredrick, Metal shack and Plywood shack. I probably spent 30-60 minutes just the get the rows to be a in straight line.
5. Health care facilities. Tinuvia's General Hospital + Nightingales sanitation (sorry don't remember who made it). Snatex Capsule Caravan in the background.
6. Three farms from Ruined homes and gardens (IIRC).
7. If green power is the thing today then blue power was the thing in 2287.
