Jammer's storyline gives the raiders a leg up when starting out conqueror as he "recruits" in the background while he has you running his errands.

I was just wondering if there was a way to have 10 to 15 recruits pop up within 24 hours of setting up other factions so that we can all get into the nitty gritty asap with the various faction packs. As it is now, we pretty much have to play the system to get started on grabbing even the first vassal. And for people like myself that jump into the game with city plans at level 3 from the get go, 5 troops just doesn't cut it.

Just more of a quality of life kinda thing.

I finally started playing with faction packs on this most recent game and have been thinking a lot about this.

One thing I always just assumed, is that once you put down a desk and claimed a HQ: 5 recruits would just show up. That 5 dudes was just a hardwired start with faction packs.

But turns out that isn't how it works at all, right? You start with no dudes.

You then have to start recruiting.

The only reason you are able to start recruiting at all with soldiers' needs on is that HQ always produces 50W/50R/50E on its own. (It actually produces 60W/60R/60E at the start, enough for 6 recruits.) Put some enough caps in the radio and wait for them to show up.

The 5 recruit start isn't determined by the faction pack, but by the Conqueror Recruitment system itself and the minimum w/r/e production the HQ provides.

If, say, HQ always produced 100W/100R/100E, you'd be able to recruit 10 guys to start. Maybe not in one day, but in a couple of days. I think there is a limit of up to 5 new recruits per day unless you have a Conqueror recruitment center plot.

The only reason you start with 20+ recruits in the Jammer's quest line, is that you do the quest to get the stash so that he can recruit for you.

For the faction pack to give you more recruits to start, it would have to do so via some quest or similar like in Jammer's questline.

Or the restrictions of the entire Conqueror recruitment mechanic would need to be buffed and/or HQ minimum production would need to be beefed up.
 
HQ minimum production or recruitment being adjusted might imbalance the system too much. Maybe a one time script that spawns 10 recruits as soon as you get your first Outpost and choose your faction?

In my case, all it takes usually is to get 1 vassal to get everything rolling. But attacking a lvl 3 settlement with just 5 recruits is no easy feat, and that's after waiting a few in game days or weeks to get the 10 recruits minimum (5 for the assault and 5 always stay in HQ)
