part 1 - somewhat ambiguous trigger
This is my first playthrough of Conqueror and Sim Settlements, and I am attempting to kill the Quincy 5. I am able to knock them down, yet I cannot kill them. I received a system alert saying that I obtained the executioner perk yet no matter how many times I shoot they will not die.
Had the same experience. Wasted a whole lot of bullets on Preston's head. After a while, thought it was because I had to go see Jammer first. Nah. Just wasn't standing close enough to the intended victims and not using the right button to invoke the perk (X - on XB joystick).

Can the dialog be amended to display the key/button that needs to be used?

part 2 - execution voice - like the voice escalation when invoking perk but think it's a bit much (escalates too fast from 5 to 10)

part 3 - perk availability for those playing Liberator - like that Jammer, his quest and the perk weren't pulled from the Liberator version. it provides some gray space (although it's really not that gray).

So whats the solution to this? Done a Raider playthough on 3 attempts now and have never been able to kill the Quincy 5. Only knock them down, I do get the Executioner perk and kill Carla and her Brahmin immediately afterwards (her Brahmin spawning in my Sanctuary tool-house living-room annoys me to no end).

Do you approach closely after they fall on the ground? The X visual cue (if using joystick) should appear to complete the execution

There are some mod conflicts that can prevent the killing of the Quincy 5. I personally found that enabling most of the popular companion mods before killing the Quincy 5 has a tendency to make it so they cannot be killed. Also, I believe someone wrote that one of the members needed to stay alive if you planned on ending story with brotherhood.

@Rite, yeah it always seems comes own to mod conflicts.

D'oh!
Yeah, I just didn't go up to them and 'execute' them. Had no idea that was a required mechanic. Figured a Gauss shot to the head would do the trick...

You’re welcome. If a pop-up window came up like the one for cracking up the laser musket, it’d cut down on some of the ambiguity
 
I don't like that you can miss the window to obtain the perk and then never be able to get it without console commands. It should just either be on or off via the config menu.

It's not that hard, you don't even actually have to kill any member of the Quincy 5. Just aggro Preston then when perk pops up, run like crazy.

Just remembered, there's also a magazine that gives you the perk as well, maybe someone can point you to that mod.

I also noticed that if you don't kill them all, when you leave the museum you don't encounter the raiders outside or the Deathclaw. That 'meet Preston' quest hangs and remains active in your pipboy questlog.
 
It's not that hard,

I'm not complaining about difficulty or asking for tactical advice, I'm saying if you miss this window for whatever reason (e.g. I just left them parked in the museum for a while and then went back later) then you simply cannot get it again, that's immersion breaking. It's not that it's too hard a fight or that typing console commands makes my fingers hurt.
