Early cloth requirement for water pumps

I've just started a new playthrough with the rebalanced resources (1.1.0 b)
You need water right away for farms, but the water pumps need 3 cloth each day, which I can't produce yet. I assume the powered pumps need other things I don't produce. Am I missing something here? Is there an easier way to get water? Or do I need to pump my settlement full of cloth until I unlock something that makes it?
 
Yeah I guess you'd have to rely on Donations for story mode until you unlock Municipal plot type, and rush to there ASAP.
Since you'd need to power at least the Building Materials plot to get it to upgrade, which means more maintenance costs if you used a generator...
 
They used to use fibreglass, which the building materials plot produces, so it used to be sustainable early. I need a generator to get the beacon going, so I've also hooked up a water purifier which is 2 gears and 2 adhesive each day. Spreading the costs helps a little, but making it so you can't sustain water early on with just the plots you've already got access to feels like an oversight?
When the building materials plot upgrades, I assume it just produces more building materials? Or is there something else about it that could help?
 
I mentioned the Building Materials upgrading because that's the unlock requirement to get Organic Materials subtype (which Cloth counts as, so does Adhesive).
 
It’s not just the water municipal plot, farms require daily cloth, as do homes, and caravans. It’s required in so many of my existing plots that I run out frequently. Then I’ve run into the storage limit where where there is no room left to put more. I kind wish there was a way to buy unused resources from my settlements.

Once you have the organic materials collection plot, can't you just spam more of them to get the cloth? Or don't they make enough? I assume there is also a conversion plot to make cloth (don't know, I'm not up to that yet).

I have released a mod to help with the storage limit problem. It doesn't let you buy unused resources, but it does the next best thing - it lets you you throw away excess resources to free up storage space. You can also set it so your settlers will check your storage space automatically each day and throw out excess resources if you are running out of space.

I suppose you could, and in a way I have. After I realized the heavy cloth need I made sure I had two organic collectors in each. But realize also they have to be occupied by a settler or bot, and you can have only so many settlers per settlement. Plus, there are other plots that are desirable, that you may not be able fit in or use if you have too many other plots used.

In SS1 the paper mill from industrial revolutions produced cloth. I had a little peek on the wiki out of curiosity and it's a building you can construct in SS2. I don't know how it unlocks though.

its what I would call 'late game' as you have to have to have unlocked the entire tree of getting all the basic gathering types up to level 2 before you can build the very specific types of industrial. Cork is a bottleneck for me tho, I'm throwing away cloth and concrete at alarming rates.
