Donating caps and food

Just started a conqueror playthrough and setup my base and then made red rocket a vassal. According to the new menu down the bottom I am not producing enough food or caps and so have slowly lost some raiders. How do I donate caps and food? tried using the raid board but didnt work

Donating caps and food will not increase production, it will only give a temporary boost to settlement happiness.
