I can not, for the life of me, get Jake to spawn. Using the latest version, have mods loaded in the recommended order, and still he won’t show.

Now this going to sound like "is the TV (or any other device) plugged in?" However I just read someone's post in the Nexus SS2 posts about spending two days trying to figure out why Jake wouldn't spawn in and then discovered he/she forgot to run a wire to the beacon.

Or built the wrong beacon
 
He doesn't appear next to you instantly, he spawns somewhere nearby (generally about 150-200 yards away) and then walks towards you. Depending on which settlement you're in it can take him a few moments due to pathfinding etc. In Sanctuary he almost always appears around behind "the house everyone hits with hammers forever" for me, and then has to work out how to path to me past those picket fences, for example.
 
Alright well is that a completely new save, as in, with no beacons already built and powered anywhere else in the world?
 
have you ever uninstalled and reinstalled your game or ran the verify function to make sure everything is good on the base game side. Sounds to me like it may be time to do that and start a fresh game with only the base ss2 mods in place and see if it works like that. Lot of times old loose files and junk get left in the game folders from enb’s dll loaders skse stuff and the like.

Hmmm, that’s interesting about the loose files. Without a complete reinstall, is there any way to “reset” these folders so they don’t negatively impact a future playthrough?

You would need to know what your looking for. For instance most enb you have the d3d11 file and complied then the enb itself can have textures meshes folders full of effects.

f4se plug-ins can add stuff depending on the usage. I normally uninstall the whole game at the start of each year or after I heavily modded play through.

if you remove something that’s needed for fo4 a quick file integrity check on steam can get back missing stuff.
