Does "Settlers will auto build now that they have a Leader" require scrapping entire settlement?

Built a City Planners Desk. Assigned a Leader. Popup... Popped up. "Do you want to scrap the entire settlement and start over?" ...No. I like it.
Will the Settlers continue to build automatically, I.E. fulfill their own needs based off population levels, without a city plan and without starting from scratch?

No, they won't, not in the way you're thinking.
The "settlers build the settlement for themselves" "City Plan" system is not some AI-driven dynamic thing, it actually just copy-pastes the way another human player built that same location at some point in the past; it just gets described like it's the settlers doing it automatically so it's easier to roleplay around.
