Dificit Cap Setting

The setting, when On, states that "If maintainance costs are higher than tax income and haven't donated any caps to the city, it will generate a deficit."
But how do I donate caps though? ... I can't seem to find an option , or the caps in my inventory when I go over the donations on the city desk.

On the donate supplies you should see towards the bottom an option to remove or add caps. Then you can add the caps in increments of 250

The deficit and donating cap options are only available if you have Maintenance Costs turned on. They are off by default unless you answered "Throw Everything You've At Me" during the setup wizard. You can turn them on under Options -> Gameplay -> Difficulty.
