Detective case on Non-plot resource consumption

First pic is with Non-plot objects cost on, second Non-plot objects cost off.

Difference 87 steel ,7 leather, 6 glass , 4 lead (I'm guessing),2 something (guessing fiber) , 1 acid

Plots in the settlement:
4 single houses 1x1,
1 caravan 2x2,
1 basic defense 2x2
1 building mat. gatherer 2x2
1 basic farm 3x3
All level 1.

I haven't build any vanilla objects what would consume something, any water ,power, defense..Just wanted to have small self sustainable settlement.What could be I'm missing?
 
I was actually just doing some testing on this (or at least something that I'm betting is related) myself; could you do me a favour and post your mod load order?

Hm, maybe it wasn't what I was thinking then. You don't have the mod/s I was suspecting of causing the issues I'm seeing here at my end.
 
I thought would will happen if I'll scrap caravan plot, ant take settlement out of caravan network. Still getting charged for water ( whats not coming anymore) and defense whats clearly coming from martial plot.

It seems like it is a problem that comes from Sim Settlements 1, there was a bug on refreshing info on resorces, try to exit from game and enter again and do the research again, what would change.
