I saw with your recently done leader pack that you made Deezer a leader, but doesn't Covenant still not have a settlement blueprint? I guess you could stick him somewhere else, but Deezer just reminds me too much of Covenant, y'know?

A leader can still provide his perk benefits to a settlement without a plan.
