Custom Settlers Start Arriving When?

In a prior playthrough when SS2 first launched, the custom settlers started arriving pretty early and regularly. Do they still do that? I have Chapter 1 nearly complete, and a good many settlements running, but haven't seen a single custom settler as yet. I do have the two from The Ron to start/complete. Are they triggered differently now than back when?

What's the scoop?
 
lol I always arrive at SS though the main page at simsettlements.com and that wiki link is still only for Legacy. I was a bit confused as to why I couldn't find the entries, but you had provided a real link to SS2 wiki and only now I see they are handled differently. That main page should reflect both types of mods honestly. Confused as all get out there for a bit. All good now.
 
Ok then, so follow-up question. Do they always spawn at Sanctuary still? Having more than a few settlements that meet the conditions for some of those cool settlers as per the wiki, and not a single one has appeared. I had played SS2 when it first came out, and Sanctuary tended to be the hub where they spawned. Is that still true? Or do they appear very infrequently no matter the condition specified? Or do they appear where they damn well please these days?
 
Hi. No they're not limited to sanctuary. If you start with sanctuary it's just the largest settlement and I guess the first to meet certain requirements? How exactly the target settlement is determined I don't know.
 
The secret is that they're actually a chance to spawn in place of the generic "Visitors", so a settlement would have to also be built up enough to attract those in addition to their other individual requirements. (Eg. "Joe Gallager" requires a Level 3 Agricultural Plot and an active Recruitment Beacon)
Visitors in general require a sum of plot levels at that settlement greater than 20; Commercial and Recreational count as more than they actually are for this purpose (since it makes logical sense that those draw more people to the town).
Once any one Unique has spawned, an additional "one free one per week" check is added on top of that; finishing THE RON's quests just starts that timer for you, in addition to his paid service of forcibly spawning one.

They also travel between their desired settlements a lot so one day you might see 0 uniques, other time it's 3 at once lol
