There are a LOT of custom settlements that are, shall we say, less than properly setup. And not just "deleting" stuff. I mean vanilla cell edits, improper quests, linking, vanilla item edits, touching things and the CK marks it as edited, using auto navmesh to try & fix terrain edits.. etc.

I've found if a settlement is missing the boarder art, it's time to look a little closer. Since boarder art is a very simple thing to add.
Northern Exposure is another one with poorly done settlements and a lot of vanilla edits.
When in the mood, I refer the MA to a very good settlement tutorial. Very basic, but is an awesome foundation to build from. Fallout 4 Custom Settlement Tutorial
 
What are some high quality new settlement mods?

I normally make my own, or DL one check it out & remove it.. or mod it till I break it. hehehehe

Agreed. It does take me a while to get a settlement that works well enough.

Mixed feelings on this. I've pulled this one apart in FO4Edit.

It has some deleted records. I have a local patch where I fixed that. (Cleaning the mod also works).

It has missing Far Habour records. I have a local patch where I fixed that.

The Overlook location needs someone to re-navmesh it. I'm reasonably sure that neither the Author, or Bethesda did anything beyond running the auto-navmesh tool and calling it done.

I have not been able to replicated the "commonwealth" location issue. It appears that each of the settlements has the correct location data. I am assuming a mod conflict, much like Scrap Everything stuffs up Red Rocket settlements.

What are some high quality new settlement mods?
While I can't say they are high quality - I only release plans for settlements that generally work. That said, they may have quirks - boundaries not matching is common. Unscrapable items is very common.

I use Neeher’s Settlements, and am very happy with them. There is a 4th one coming soon.
I've done one of his. Roadside Pines. It has bugs too. I buried them under landscaping where possible, and made them into the design where not.

Has an elevator. Settlers are too dumb to use them. Does look cool though,

I've compared this to other modders settlements (Neeher, Tarsis31, BlahBlahDEEBlahBlah) - it appears to me browsing through them in FO4Edit, that they all add location data to vanilla cells.

RR settlements has some funky pre vis data for one..
1.6 broke things when he added non-settlement changes.
1.5 has bugs in Far Harbor. I've patched that locally in my Yagisan_SSCP_Broken_Settlement_Repairs.esp - but that's a combo mod, that is getting all the settlements I use, bug fixes rolled into it. I can make it available if anyone is masochistic to want to test it.

I've snagged 101 version 1.22 to check it out for a possible plan. I see it already has SS plots in it.

No more disappearing act is on my banned list currently... this has been buggy for me in terms of custom settlements.

There is a lift version? Link me please so I can check it out. The one by Tarsis31 is an epic clusterfuck during city import.

Tarsis31 works great as a vanilla build for me... I have not tried ROTC there so....

Atom Cats works okay for me... as said, No Disappearing Act... plus I don't use Scrap Everything or any scrapping program ie bUseCombined =0 (bad, bad.. it does limit other mods that add trees, etc... but oh, well)...

As far as Red Rocket Settlements 1.6lexi, I place this dead last in my load order... in fact, I place all custom settlements after all my other mods... so nothing breaks the customs... and RR dead last. No scrapping so last works well for me... nothing affecting the custom locations... and custom locations do not modify my gameplay type mods.

I really like the Roadside Pines quest series... but has issues... the other quest mods in that series (especially with the Atom Cats quest) messes with the Atom Cats settlement... I prefer just doing RR settlements and then I use https://www.nexusmods.com/fallout4/mods/30173 alongside... Load order has to watched... can't remember, but if not correct, the player home items to get from the Atom Cats is jacked up...

I have been learning Wrye Bash and FO4Edit... maybe look at removing the conflicts at some point... or even removing the RR settlements part of the Atom Cats garage...

As long as it's somewhat on the topic, why not make this a settlement request thread? For and by people who know how to do it right.

A few I'd like to see:
- Quincy (Minutemen poetic justice)
- Swan's Pond (good centralized urban location.)
- University Point (More poetic justice)
- Anything akin to northern exposure but in the south and/or urban settlements. As otherwise there's very little reason to go to the southern part or in boston.
 
Quincy has been done.. kind of.. I didn't like it. The gunners kept respawning every visit.
University Point was done by the same person that did the Red Rocket settlements
I seen someone did Swans Pond... haven't checked it out.

I saw you have 1.22 of Vault 101 up with a bigger build area. By chance did you turn on any of the monsters? I'll find out soon enough as I just downloaded the new version.

Yours is a superior vault mod, was kind of wondering if you are done with it or do you have additional plans for it you are willing to share?

I had a lot of plans for it.. but my skill level and time to learn those that are needed is a bit limited. That & I'm lazy. LOL!!
I'm also not one to watch a video and just go to town.. I like to make darn sure that the info really is the correct way to do something.

But the only change to 1.22 is the cave and fixing the dumb ass bad edit on the Overseers bed. And a couple little things.. you'd never notice.

Yeah.. I remember now. I looked at it in the CK and very quickly deleted it. There's a LOT more wrong than just deleted & ITM stuff.

But, I can make just this one exception.

Rogoda is putting out a lot of mods "42" as of this morning. I have never used one of them.

That "Swan's Pond Settlement" thread is a good read. In fact, when I get done writing this I am heading back over to the nexus and Kudo rylasasin#55 for some great quotes,

Woah boy. So, I wasted my weekend on him. The conversation continues in the South Suffolk Charter School Settlement thread. Not going to waste any more time on it. I'm also going to maintain a standing ban on his settlement mods because they are really broken, and after the hell I went through at deleted record and identical to masters, I'm not prepared to help him further.

I had a crack at making a settlement mod this weekend. I attempted to follow 1000101's tutorial. It went horribly wrong around step 3. I'll check out Neeher's and mod1984's videos and compare to see where I went wrong. A shame, I was hoping to make a better Red Rocket Lexingtion settlement.

If I can get it down well, I'll look at making my own settlement and city plan combos. I'll certainty try to port existing plans over to remade settlements - but considering how much I have improved - I might just remake them.
