Croup Manor Question

I'm pretty sure this only applies to Croup Manor, due to the basement, and if I make a city plan that blocks access to the basement, does that deny the player the ability to gain control of the settlement?
 
Don't you have to clear all ghouls before you can claim that settlement? including the ones in the basement.
been a while since ive been to the manor ;)
 
Typically, yes. I guess a better question would be whether having the settlement start prebuilt changes that, since the container with the key to the basement may no longer be there.

The key would end up locked in the workbench after the prebuilt's scrap process. At which point any "clear the hostiles" quest would be broke, right? Seems then that you'd only be able to claim the settlement either by raiding or by some other means.
 
In which case, being blocked from the basement isn't relevant, since the only way to gain control of the settlement ignores that requirement. I think that answers my question nicely, thank you!
