CPD Quest Line - How should I start "Critical Perpetrator Development"?

Title. I do not know if it is a bug or not...
So after completing the "Conquering Provincial Dwelling" or "the quest for taking the BADTFL for CPD", the following quest, "Critical Perpetrator Development" has not started.
It has not started for so long time that...when I visited the BADTFL for recruiting CPD during "War is good for the business", raiders in CPD were respawned.

I believe my character assaulted the BADTFL with the 2.3.1a of SS2.
My character had not assaulted the place priorly, and did save the neck of Lena.
There are two mods in my mod list that interefere with the BADTFL (namely The Zap Gun and Backpacks of the Commonwealth), but they only place items in the location.

So...what should I do? Should my character wait for a couple more days? Maybe I was so unlucky that Shhandy has not had a chance to speak to my character...
Or...should I resort to using a console command? Any advice is highly appreicated. Thanks in advance!

OK, a little update.
After seeing other posts related to this issue, I started to do "GetStage" checking.

It turned out that while "SS2C2_NDCowdy_CPD_Act2" is "400", "SS2C2_NDCowdy_CPD_Act3" is "0".
This means that while "Continued Professional Development" is indeed completed, "Critical Perpetrator Development" has not started at all.

Therefore, I am pretty much sure that the quest has been bugged...for some reason. Only question is how to solve it.
I would indeed try "SetStage", but from the information of other threads I am not sure if it would work.

If anybody have any idea about the solution, I would very much appreicate to hear it. Thanks in advance!
 
Why don't you just save and try it?
setstage 1 and just look if it works.
Well, I did. With the console command, I typed "SetStage SS2C2_NDCowdy_CPD_Act3 1".

After that, I did the GetStage checking. Still 0.

Maybe I need other command. I have heard that many people have used "startquest" and others to initiate the Shipbreaker quest in Farharbor. But that require detailed knowledge about this quest so I am not sure...

This post says it is strongly discouraged to try the command at all.
What is worse, while searching with the term "Startquest" I found so many threads related to issues in CPD quests. I am not very sure if I will ever be able to complete them!

However, there is some hope. This post mentions that because "something must have triggered", CPD quest started to proceed. I really wish to know this "something" (but surely, nobody knows) but anyway, this probably means that there is a way to initiate the quest.

And I heartily hope that, as mentioned in this post, CPD quest will receive a fix soon. But that post was made in last August. I wonder if such fix will be included in the next (and the last) update of SS2 Chapter 2.

Kinggath said there is a bit patch fixing a ton of bugs coming up soon.

The way I understand it the Startquest command causes a lot of havok with the quests when its used - that is why we get the holotape that can skip quests. But tats more of a main quest problem I believe. Id see if I can teleport Shhandy to me and then use the command to trigger the quest to start (hopefully).

One of the finishing touches Id like to see on the mods is another holotape that helps with the side quests. That would be a delight.

By the way, "StartQuest" did not work. Well, better than breaking the game with the command, I suppose.
And your idea of teleporting the kid...other people tried that in other thread. Heard that it did not work.

Meanwhile, I have noticed something else. Come to think about it, my character has never received "Detective Badge" from Jarred (quartermaster uncle).
Right after completing the "Conquering Provincial Dwelling (BADTFL quest)", all main characters of CPD just moved into the BADTFL and I never had a chance to speak to Jarred afterward.

This probably means that certain stages (specifically 305 and 310) of "Continued Professional Development" are not set. I wonder, can this be the cause of my bug?

Problem is, I cannot check it. Console command screen shows only so much as 7 lines or so, and checking every stages of the quest require so much more. There is a way to expand the console command screen but that requires altering the ini file...scary thing to do, is not it?

Sorry to ask such basics, but does anybody know how to safely check all the stages of quest (by using "sqs" command)?
Or rather...can "applying SetStage to every possible stages of Continued Professional Development" be any help to solving my issue?

Another self update.

In the most recent Kinggath livestream, this issue has been asked. As far as I have seen, this issue will be addressed in the next patch. Hopefully it will.
Fingers crossed. There won't be any updates for a while after that so hopefully CPD gets some love :)

You're meant to receive it from Simon. I think when you ask for more work. Don't remember if you need to meet the judge until that point or not, I think you do. It's an unscrappable junk/misc item iirc.
Come to think about it, don't think startquest ever helps. Setstage might if the quest is already started, though for the main quest it's strongly suggested to use the holotape skip instead (if you do run into some unsolveable problem). There is no such tool for side quests so if rolling back isn't an option, I'd console command it.
 
The elder brother gives you the badge. Its hidden behind a dialog option so obscure I think its broken. You have to ask him for help then ask him if you can help him to get the hiring idea to come out.

So I did a set stage to 10 and that started the quest. The kid found me and gave me the message.

That is good. Kinggath mentioned in his livestream that the Act3 indeed triggers normally for many, while there are reports from those (like me) who cannot progress it.

Well, not "normally" in your case since you needed to enter the console command, but you know what I mean.
 
Another update after installing 2.3.2, and, it is a grim one. The Act 3 does not progress, or rather, does not start at all.

The patch note state that "For players who finished the raid on BADTFL and finished Simon’s quests related to the Judge, Act 3 will be force started after the patch is loaded."
I did, both of them, and checked that with "GetStage" command. As Kinggath mentioned in the livestream, if the Act 2 is "400", the Act 3 should be started forcibly, but so far, no luck. I checked the Act 3 with "GetStage" and "Sqv", and both results telling me that the quest did not start.

I checked the above after my character taking a sleep and fast-travelling to different location. Do you think I need to do something else to see if the patch takes its effect?

Also, I found some weird message after inputting "sqv" command. Above the "Quest Stage" line, there was "REF 'bloatfly' -> NONE.
When I input the same command before installing the newest patch, I am sure that "bloatfly" did not appear.

Since I currently cannot expand the console command screen, I do not know what this means. I can make some wild imagination, like, the possible MOD conflict is caused by a mod that alter a bloatfly...OK, I should not elaborate that any further.

Anyway, if you have any advice of what to do next, I would be happy to hear it. Thanks in advance!
 
It sounds like you either accept the quests arent going to fire or go back in your game til the problem didnt exist. Or reinstall everything. I wish I could come up with something more helpful - all I know is basic stuff.

Well, I did go back saves and still cannot progress it, meaning it is either I have to go back even further or, restart everything from scratch.

Maybe, it can be an opportunity for restarting and trying things in another way.
Like, start the war against Gunner with full backup from the Institute by becoming the director. That can be fan.
 
I have a similar issue to Kabuki-Nobbu...
If it helps to ID it, I was stuck at the point where Lena wouldn't do anything because I'd pre-cleared BADTFL.
  • Finished Calling Potential Deputies, Capturing Police Depository, Collecting Publications Detail, and Court Practitioner Drafting...and refused to Collect Peeled Devices.
  • Then installed 2.3.2a, and spoke to Lena. She then finished "Continued Professional Development" -- and "Conquering Provincial Dwelling" started and immediately finished, setting stages 1, 2, and 100. However, it does not appear in my quest log.

Notes:
No CPDNET terminal has any bounties.
BADTFL Exterior has all the police forces and turrets (but no doorbell). Interior is still in a wrecked state, not cleaned up. Everybody's moved in, though, and there is no CPDNET terminal available there.
The Judge hasn't appeared anywhere.
It's been a month, and Shhandy still is wandering around the wreck of the lobby.

(Clarification -- the judge is actually still at her shack, and is nonresponsive to conversation. Just ran up there to check yesterday.)

Oh, and also, the BADTFL is not listed in my "hijacks" list as an option.

Fact is, I've moved a long way forward on the HQ since then, so I'm not interested in returning to the point where Lena is angry I solved the housing problem for her. I'd love to continue the quest line from a roleplay perspective, but it's just too much work to redo on this save.
