County Crossing crashes the game after level up

I really hope I'm posting this in the right forum and if not, I'm really sorry! I've used city plans for County Crossing and Jamaica Plains and at some point they leveled up. I went ot check on them, and the game crashed as soon as I got there via fast travel, or walked close enough to it. Does it every time.

I reinstalled all the add ons and all the city plans and I managed to get Jamaica plains working at least, but County Crossing still crashes the game any time I approach the town. Has anyone ever encountered anything like that or perhaps knows of a viable solution? I'm attaching my crash log as I am unfortunately, completely inept at figuring out the culprit of the issue

UPDATE: Well, the same thing happens to Taffington boathouse. I did the quest and let ghoul and old Paul settle there and selected the ghoul. The place leveled up a while ago and I tried to go there and same issue. Game crashes. Anyone got a clue? Attaching the second log below:

Do you remember which plans you are using?
 
Only thing I notice about the load order is it seems you have workshop framework before HUD Framework and it should be the other way around - you want HUDframework before Workshop Framework in your load order.
 
Update! I seem to have fixed the issue. I sifted through the forums and found someone who had a similar issue and the solution worked. I reset the power grid through WSFW remotely and then it somehow resolved all the issues!
