Common wealth rising: check out what’s going on in the comm array room doesn't progress

I saw an old thread about the same thing, but there was no answer.
I go back to HQ and enter the room, but no dialogue triggers and everyone just stands around like this. If I try to talk to them, it says "This person is busy"
Any idea how can I make the dialogue start? You can see Lupe is on the left corner working on the memory lounge because I just bought it from Goodneighbor. Maybe she is the reason others are not talking?

Nevermind I made it work with setstage commands. Remote Management was preventing this quest from progressing. I skipped in to VR section of that quest and finished it normall then used "setstage SS2C2_Sirick_MQ27 220" and they started talking

I’m still stuck. Can’t figure it out. I have the same issue only

I'm not sure the internal state of the current game but one reason that just starting quests('startquest') or trying to 'setstage' often times won't work(other than a resource file like a script or a 'plugin' record being overwritten) is there are conditionals in the actual script. So let's say you 'startquest' and in that quest there is a check to see if you have something in your inventory, another quest is complete, you've been a previous location, etc., hasn't been completed- the quest could 'stop' itself or the conditionals won't be 'hit' which does what's expected. Think options and behaviours defined by function calls and those function calls are wrapped around a 'conditional'- if the conditional check doesn't pass, nothing gets executed.
 
Same issue, the meeting in the Comm Array room at the end of Commonwealth Rising doesn't ever trigger, using console commands didn't do anything (I tried pretty much everything I could think of), going back and forth in HQ neither (be it fast travel or entering HQ's doors, even going in and out of the VR remote management thingy, and up and down every floor of HQ), loading an earlier save and trying all those steps again at different points...
I ended up abandonning this, I watched @veelynnlove's playthrough to see the end of Commonwealth Rising and skipped the quest with the cheat tool in the city management software. I lost a couple hours trying everything else I could think of, then spent at least double that time building settlements aaaand my game crashed losing a lot of progress, this night was awfully frustrating.
And during all that time I spent/lost I wasn't contacted through HQ radio, neither could I get updates through it when I tried, now I'm wondering if my save isn't just broken between that and repopulated towns not working correctly (Concord quests stopped smh and another place I remembered seeing a door from SS2 in Jamaica Plains doesn't appear at all in this save, weird).
