City Plans Not Building

Prior to the 3.0 update I had no problems, however now if I try to build a City Plan the cinematic plays and circles endlessly. No plots get built, regardless of resources available. I've tried different settlements, different mayors, different plans. I've even tried increasing the max capacity of the workshop and set the option limiting the city plans to settlement size to off. I'm at my wits end with this. It's made the "Who Can? ASAM" quest impossible to complete without console commands or bypassing the building sequence entirely. I've gone through mod conflicts, and nothing should be conflicting. Anyone have any ideas? Any help would be appreciated.
 
I had that issue earlier when i sent them to Starlight Drive in, where i had previously used the city plans and had to get them to scrap and use it again and wouldn't work, so i had to reload save file from before that quest, sent them to sanctuary and use the city plans there were it worked perfectly, so not sure if you had also used city plans before in that settlement or not.
 
I sent them to Red Rocket and made sure that I hadn't touched it beforehand. I've been trying other settlements outside of the quest, but I still run into the same issue.
 
Try exiting and re-entering the game. You might have major script lag
 
Also make sure you have the most current version of workshop framework, I think a couple updates went out yesterday.
 
I tried restarting the game a few times, but still have the same issue. I didn't see the framework update, I'll have to install it and give it another go. I did a bit more testing, and so far it will remove anything I've placed almost instantly. Got it to spawn in a few miscellaneous objects at Abernathy Farm, but nothing more happened after I left it running for about twenty minutes. Hopefully the latest updates fix whatever got screwed up on my end.
 
The problem seems to still be there. That said, I paused and tabbed out to take care of something else for a moment and when I opened up the game again some objects spawned in. I'm starting to think it's script lag, though I don't know where from. Tried my best to screenshot the aftermath. Maybe someone with more experience than I can see an issue with my modlist.

open up your save in Resaver and show us how many active scripts and suspended stacks you've got
