If I make a plan that has Creation Club items in it, is there a way that the plan (not the CC item) can still be usable for people that do not have the CC item?

For example, I put up the security cameras and monitors from the Ambush kit in the settlement. However I am trying to make it user friendly for people with and without the Ambush Kit.
 
As long as you do not check "Require Used Mods" in the builder tool, it will work fine for people without creation club content.

However, from personal experience, I can say that the Security Camera's from the Ambush kit do not work in a city plan. When accessed you will end up looking into the camera, which is not very helpful.
 
Yeah I had seen that option when exporting to the jsons Was just wondering how it worked. Bleh, so it is six of one and half a dozen of the other.

Not requiring mods would make it so the plot plan mods would not be required, which kinda screws the "Designer's Choice."

While including the cameras make them not function? Which really sucks because the best feature of the cameras is the ability to "update a settlement" remotely. Which means after you receive messages saying a settlement upgraded the plots they do not take effect until you visit to update them. Using the cameras allows you to fake that visit, which is handy on a no fats travel survival.

"Designer's Choice." will still work (assuming the user has enabled it, before starting their city plan OR has Conqueror automatically build the settlements). If the plot isn't available (or fails to build), SimSettlements will just select another plot at random. Hopefully it isn't your feature plot.

I suspect the issue with the cameras is in SS - because they work fine in a Transfer Settlements plan. I'm not sure if it is the conversion tool, or the fact that they are not wired up that causes them to break. The fake distress beacon and the meat lure also don't work at all.

My bet would be the missing wires. They would need to connect via wiring just like a terminal would. I suspect a plan with say a factory production machine and a terminal for it would suffer the same fate.

Weird the beacons would not function though, not far off from a recruiting beacon.
