City plan question

So I used a city plan and some of the places now have building materials on the ground, is this supposed to happen? and some plots are not built, I have bypass lock ON.
And also my power showing at 0, but I think its enough for what is built by city plan.
I am early in SS quests so should I just continue and the city plan will keep building?

Yes, you likely just need to give it time. I see that there are already 18 beds in the settlement but only 10 settlers. There may not yet be enough settlers to staff every plot. If no one is assigned to a plot, it won't get built. Either manually assign someone to that plot, or wait until the settlement population increases (either over time or send people to it from elsewhere) and as settlers arrive they'll assign to the plot and start building.

I'm guessing the HOLO icons in the hud show that plot as Level 0. Many Level 0 plots use those as early decoration to represent them being built.

ALSO,

It's hard to tell from the screenshot, but is that even a plot? Or is it just a foundation for now? Many city plans, at lower levels, have building materials on foundations representing where things will be built at higher city levels. There's nothing you can directly do about that but wait for the city plan to upgrade over time.
 
thanks for the answer, looks like you are correct, I went questing, came back in couple of days and plots upgraded to lvl2 and new stuff was added.
those building materials do not have sensors so I guess its just reserved for something.
