Info Needed City Plan not working. SS2

Whenever I try to use a it does not work. I can build the desk and load it with supplies with storage. But when start the automatic building process, it deletes everything and builds nothing. I have tied to set build requirements to zero, and the same thing happens. I can start the process, but it deletes everything a builds nothing.

It let me complete the quest that is necessary to use city plans. I am not sure what is going on with the mod.
 
Have the same issue. Scraps everything, does the fly over, but no plots appear in the fly over, no new desk is built and nothing moves any further than everyone walking around an empty lot. I actually removed all SS2 everything, new save, put back on and went through the quest line again and still same issue. also set build limits to default, removed all extra objects packs, any textures mods (true grass, etc..) and still does not work.
 
Sounds like you are trying to complete the quest "Who Can? ASAM!"
You do not need to build a City Planner's Desk. The quest provides one. The first time I did this quest, I placed a desk also and the quest did not work.
The steps to complete the quest:
When the group arrives, talk to the leader, or activate the workshop.
Select "Tear it all down" to use a City Plan. The group will build the settlement, OR
You can also decide not to tear it all down, by selecting "no, let me decide" if you would rather not use a City Plan.
Adding supplies to the City Planner's Desk can be done after the quest is completed if you want to help them along and you'll need a storage container to provide space for the supplies.

If the quest is showing completed, you could try these steps, and/or try in a different settlement
Build a City Planner's Desk in the settlement at the workshop bench
Craft a box of ASAMs at the City Planner's Desk
Build a storage contained so that the settlement has a place to store donated supplies
Place the desk and donate supplies to the City Planner's Desk
Then assign a leader, select a city plan and then "tear it all down"

I tried the second set of steps you suggested and still no dice. If I remember correctly, in the cut scene mode pan around from above, the plots should be placed a table manager should be somewhere correct?

The City Plan places a City Planner's Desk, yes, but it may not be where you put it.
(One of the plans I used recently, placed the desk on a second level building, took me a while to find it.)

I'm not familiar with that mod at all, so can't say if there are compatibility issues or not.
However, the mod author for War Never Changes, says to put in in the load order after SS2
Load order is important for SS2 to work correctly.

SS2 is third in the list. I checked the load order page before hitting up this forum. I may be screwed... I'm doing my testing in either Hangmans or Oberland Station, where it's fairly small and if that desk were put down I'd be able to fine it easily. Most of the mods I'm using are gun (MF&MA, AWKCR, etc..) related, more and more difficult bad guy NPS (WOTC & Deadly Overhaul (disabled for Hub Quest, which worked fine)), or make Piper/Cait/Curie look hot. Plus a few others.. cough, cheat terminal, blood, ragdoll effects, live dismemberment, Unique NPCs.
The entire quest line went without any issues what so ever. All bldgs were built, cut scenes were fine, no problems there at all, which is where much of the Q&A troubleshooting seems to be about.
 
(Xbox) I have this problem on a very very regular basis. Only possible mod conflict I can see is either settlement menu manager or armorsmith. Currently I’m doing a play through with neither to see what happens.

Can happen at any settlement anywhere along the game and after the bug hits; the same will apply to every settlement after that.

I’ve tried everything and the only way is to either restart the entire game or load a much much earlier file and hope the bug doesn’t hit again.

Upload your save if you can; hopefully a moderator can see it and Push it up the gold chain to maybe figure out what’s wrong.

Wow, I started the play through on XBOX, but it's uses 1/2 Mod space so I stopped and switched back to PC using and Xbox controller.

'm also using FCOM which does have vertibirds and I see that neutral vertibirds is a problem
They are a problem on xbox cause my performance instantly flops whenever there's a vertibird present. So I shoot them down with extreme prejudice, no matter whose vertibird it is. Don't think the page is referring to the vertibirds themselves though, just some script.

Thanks man, I'm going to wipe all mods and start a new game and skip War Never Changes... Completely agree with the vertibirds on XB and on mine they don't crash well... they seem to fly into the earth for a bit, then explode. Would be good to remove them. Starting fresh..
 
i have actual the same Problem after i was able to clean Starlight as it was Bugged like Hell.I place a new Desk assign a Leader and let start to Build a City but all what comes is direct Starlight have made an improvement and that's all Desk disappear and can not be find even with the Tool.From the City get build nothing.Can wait after 1 Hours but nothing change.Can build a new Desk and in the info i can see City Plan A is running at level 0 and that there is a Leader but even refresh or rebuild change nothing other then the Desk get again away.War Never Changes i dont use and my load order have not change from the last time i Build City's.
 
Yeah, if I put the plots down myself they work fine, they upgrade, settlers auto assign themselves, and no issues.. it just seems to be something with assigning a leader and city plans.. at least for me. My Taffington boat house is now bugged. I built a desk and SS2 cleared everything but now it's telling me there is no room left to build anything and it's literally an empty settlement. If we're all using different mods, and still having the same issue, it sounds like it might not be the mods.

UPDATE: I got it to work properly the second play through. Mods I changed out are - unlimited supplies using just a bat file, but I 1/2 the amounts to 500 each and I also didn't use supply lines. I also did the console 'scrapall' before sending Stooge. Not sure if that has anything to do with it, but did notice that when I said 'donate supplies from workbench' at a different location on the 1st go it sorta hung up. Also didn't use War of the Commonwealth (WOTC) which has Vertibirds and instead used Endless Warfare (WOTC is better IMO). I was also using a mod to build past the settlement limits which I specifically avoided the second go. The other mods I did use on the 2nd go where Plans worked were all the make girls hot (CBBE, teeth, eyes, tats, body, etc..), Modern Weapons/Armors, FCOM, Armorsmith Extented, ragdoll force, Deadly Commonwealth Expansion, Unique NPCs, NPC Boss Battles and an Immersive Scaling, Damage, Dismemberment mod. All of those and probably one's like them seem to cause no issues.
 
Doesn't work in my game, since day 1. In some settlements, such as Croup or Hangman's, I get a clean CTD when selecting a city plan and give the tear down order. In others, it simply stops after the tear down phase. Regardless if I select a city leader or plan first. There's a brand new box of ASAMS in the workshop, so it can't be lack of ressources.

Also, shouldn't there be a pay for city plan option? I saw that in some tutorial video, but once I select a plan, I only get the "No, Nevermind" or "Tear it all down" options.

I think, I nailed what's wrong with it in my game. Any input would be much appreciated.

So here's what happens

I assign a city leader (say Codsworth)

I hit the nevermind button to manually select a city plan.

I manually select a city plan and hit use that plan.

Now it jumps right to "Nevermind" again or "Yes, tear it all down".

And that seems to be the problem. There should be a pay stage, far as I am informed. The reason why it only tears down everything, but doesn't place plots seems to be that the mod doesn't use the plan I selected and simply thinks there is no plan.

So, once again, is that stage missing in my game and how could I restore it?
 
I also did the console 'scrapall' before sending Stooge.
It has been recommended forever to NOT use the scrapall console command. Doubly so if you use Scrap Anything.
Use the WSFW "Scrap Settlement" function at the workbench under "manage".
 
I've posted about this in a different section. i'm having the same issue as the others here. camera pulls away does the clear/reset thing, but zero built. It even deletes the desk but doesn't put it back. Someone mentioned supply requirements to build (start) a town, is that true? Could it stop building because of the lack of supplies? And if so, how do I find out what I need?

Oh, and I have the mods in the correct order, and no conflicting mods (at least in the list on this website).
