City Plan not registering ASAMs in inventory

As the title says. I have been attempting to get cities to build using city plans, it can automatically start a city for the Who can? ASAM quest and I can get through that to the scanner/beacon stage but that is the only time I can get a city plan to build. Any other time I get a cancel/insufficient resources error despite having 20-40 ASAMs in my inventory.

While troubleshooting I used the cheat tools to unlock everything, no help there. I've fiddled around with various difficulty settings but still no dice.

My only mods are a couple loose fixes (VATS crash fix, Hangman alley pathing fix) and some popular and common SS2 addons, and some cc content. Attempted disabling all additional city plans - no dice. Disabled all mods but bugfixes and SS2 - no dice.

Trying from a fresh save now but posting in case there is something simple I'm missing.

Do you have the enable city plans activated in the holotape or mcm ? There are a couple settings revolving around the ability to build city plans
1 is allow city plans
2 is allow leveled city plans
3 and so on are about city plan costs and maintained.
the options should be enabled from the start but may be worth taking a look through all the sections and making sure the holotape and mcm match up.

I checked, they are definitely all enabled. Doing a fresh light start (just SS2 and CC content) to check for conflict with the specific CC stuff I've got.

Alright well I figured it out. I had "pay plan costs from inventory" set to "off" and it won't automatically pull out ASAMs with that setting. Fixed that and everything went back to working just grand. I don't know why I assumed that popup would be an exception to that rule! Since you can't deposit any ASAMs into the town stockpile it seems you must have them in your inventory or workshop with the relevant "pay costs from X" set to on.
