Leader Pack City leader packs loaded but not working

I've searched for similar issues but the answers for others are not the same for me I do not believe. I had 33 Leaders addon and none of the leaders worked. I swapped it out for Ted's. Still no city leaders. I even have the mod that makes settlers of the common wealth able to be leaders and that is not working either. The only options for city leaders I get are: Sturges, Marcy, Jun, Sheffield, Codsworth, Piper & Preston. I've used these leader packs in previous play throughs and they worked fine. Just to put this out there, yes I have met the people I'd like to make leader. I also noticed that when they were working the NPCs in settlements that could be leaders would have their names already. (eg at Ten Pines I would meat Mr. & Mrs Ten Pines) but this time that is not the case. I'm wondering if this is an issue with Settlers of the commonwealth?

I had to put ted's leaders pack at the end of my load order to get it to work.

I will give that a shot. Maybe with all of them to get it to work cause none of the leader packs are working. Thanks for the suggestion @Geoff
