Chapter 3, HQ I cannot build additional living quarters?

I have gotten to the part of the quest where I built the first one, and then all the different facility leaders now I am at a part where I need to build additional living quarters. I have already cleaned every room possible but I do not have any options to build? What is wrong? Picture of my quest log included and every single monitor I go to just gives me "no options". Further more I have included an image of what my current hq stats look like

You might need to change one of the other previously built rooms to be living quarters. HQ gets bigger eventually but til then you have to scrimp for space which means one of your division heads will need to bunk up with the plebs for a little while.

No matter what room I go to, regardless if it is already built from the tutorial or cleaned and empty gives me "no options" menu

Just double checking that you are selecting "change room purpose" and not one of the other options? or is it that this menu isn't even opening?

Yes, I am selecting that option

I had this same problem awhile ago but it looks like it fixed itself on my save.
Could you please provide your save and modlist?

What HQ setting are you using? There are four.

1. No HQ Automation, skip the tutorial.
2. No HQ automation, follow the tutorial.
3. Full automation, skip the tutorial.
4. Full automation, follow the tutorial.

Knowing which settings you have may make it easier for us to understand what's happening, and offer further guidance.

The reason for this has since been discovered that it's down to MALA unassigning herself. Currently the quest fix in the holotape isn't working - but this is already fixed for next patch. Can you check your staff menu and manually move MALA over to Facilities? This should allow the living quarters to build.
